Francis W. Chen is a co-founder and chairman of Pacific Advantage International. Francis is a venture partner at WI Harper and serves on the board of Mail.com Media Corporation, LogicEase Solutions, SB2, Inc. and Stealth Peptides. He has more than twenty years of senior management experience in the healthcare industry (Becton-Dickinson, Baxter, Hygeia Sciences/Tambrands).

Francis has also been an active board member of several civic, cultural and educational organizations, such as the Macula Foundation, the Burnham Institute, Groton School, and San Francisco Opera Association.

Francis holds a Ph.D. in immunology from Harvard University. He also holds a M.S. and B.S. in chemistry from Tufts University.
